You might have a local kart club that organizes the racing season, there will usually be someone selling their old karts so they can buy new ones. The kind of kart depends how old you are. If you want to compete, you have to fit into a racing class.. Check the WKA website. Im not sure if that is only for the States but if you email some one on that site im sure they will help you..
